I think the best you can do is to use Unix disk quotas to limit the
space available to individual users.  If you don't care about the
security implications, you can map everyone to the guest user and set
the quota on that.

In any case, Unix quotas are per-user-per-filesystem, which may be too
coarse for your purposes, but oh well.
