force user/group, force create mask, etc...

Folks,
	I'm hoping that someone out there can show me the error in my
ways...  When I put files to \\server\web the force user, force group,
create mask, force create mode, force directory mode, and inherit
permissions don't seem to have any effect:
[Web]
        comment = Web Directory
        path = /export/www
        valid users = tom, dick, harry
        admin users = tim
        force user = www
        force group = www
        writeable = Yes
        create mask = 0755
        force create mode = 0755
        force directory mode = 0755
        inherit permissions = Yes
        max connections = 2
        case sensitive = Yes
        utmp = Yes
