Upgraded now losing browser elections

Hello all,
I just upgraded from Samba 2.0.4 to 2.0.6.  I did not overwrite my
smb.conf file in the process.
Now the Samba machine is not winning browser elections when before it
was.
The highest priority OS on my network (under Samba) is NT Workstation
4.0(OS level=17).
I have specified in my smb.conf file:
local master=yes
os level=33
Is this broken or changed?
