veto files option

My users keep wanting to delete the dotfiles in their home directories.  I
tried the hide dotfiles = yes option, but since most clients are set to show
hidden files, this didn't work either.  I just discovered the
veto files =
option and tried setting it to
veto files = .*
which seems like it should work, but doesn't.
Has anyone found a way to REALLY hide dotfiles?
I am running 2.06 on redhat 6.0 on the 2.2.14 kernel.
