Local Master Browser and Win2K

Some more information about the "Local Master Browser" election being
lost.

My smb.conf entries:

os level =  254
domain master = no
local master = yes
preferred master = no

The nmb log:

  register_name_response: server at IP 144.81.30.140 rejected our name
registration of ETS<1d> with error code 6.

I looked up 144.81.30.140.. and it's an NT Workstation 4.0 SP4 machine
that's sitting out there. I wonder why it rejected the name
registration of ETS<1d> since I don't think it has any authority on the
matter.

Any ideas?
