SAMBA Configuration (Multiple Groups with Separate Shares)

I would like to get some suggestion on how to configure samba with the
following specifications:
1) Linux OS (probably Debian) & running only Samba 2.0.3.
2) Three Groups having different shares & printers - Okay for the other
groups to connect shares in "read-only" mode. The three groups
should be advertised in three Win95/NT workgroups on same sub-net and
different sub-nets.
3) Common Encrypted Password File - How can users be restricted to only
running only "smbpasswd"
when they login to change their samba password on samba server???
