SAMBA and Master Browser Elections

Master Browser Elections are decided according to master browser election 
protocol.  The protocol establishes the following criteria:
	Election Protocol Version -- not used yet
	Operating System Type
	Time On-Line
	Hostname

There are some other modifiers, but these are the general criteria.  For
