I had the same problem ("ERROR: No locking available. Running Samba would be unsafe") on a clean, fresh installed HP-UX 10.20 system (without patches installed).
I don't know what OS you have but if it is HP-UX 10.20 install the latest Y2K patches and configure and make again and everything works fine!!
