winpopup/samba questions

When the world was young, Joerg Lenneis carved some runes like this:

Sounds cool; does anybody know of a win32 replacement for winpopup 
with actual functionality/features?  Say, something that sits in 
the system tray and has some of the features of ICQ, Linpopup, etc?
