smbpasswd in samba 2.1 alpha

I'm having the exact same symptom with a completely different smb.conf. I'm
using samba-2.1-19991203.tar.gz. 

You can find some more instances of this on www.deja.com, but I haven't
seen anyone come up with an answer yet.

I've tried tracing thru the source, but haven't yet had the time to really
give it the old college try. I have a suspicion it's simply a missing file,
but I haven't been able to verify or disprove that yet.
