Operation not permitted error

Further to my post of Friday, could someone please explain the following samba 
log entry.

[timestamp]  libsmb/nmblib.c:send_udp(725) packet send failed to ERRNO=Operation not permitted
[timestamp] nmbd/nmbd_packets.c:send_netbios_packet(170) 
end_netbios_packet:send_packet() to IP port 137 failed.
[timestamp]nmbd/nmbd_namequery.c"query_name(232)query_name:Failed to send 
packet trying to query name WORKGROUP<1d>

The error arises from any attempt to "find" the relevant Samba server over a 
dialup connection.

Samba is version 2.0.4 on Linux 2.0.36 with a firewall which supposedly allows 
all netbios traffic for dialup connections.
