SWAT: denied root access

Hello,

I have installed SAMBA release 2.0.3 on Digital UNIX 4.0d. I want to login
SWAT via Browser but the prompted root access is denied. When I login as non 

root user SWAT works restricted, p.e. no password change . Do you have 
solution?
