why does Samba take over as pdc is nt crashes

Hello fellow Samba users,
My question is, why does one of my Samba servers take on the role of PDC when either NT crashes ( the nice thing about MS OS) or if I have reboot?

Is there a way to stop this?  On both my Samba servers, the smb.conf has domain master = no and one of the Samba servers acts as a WINS server. The security setting for both Samba servers is security = Domain.
