I think that Windows 98 sends encrypted passwords by default.  Samba
expects plain text passwords by default.  You can change samba to accept
encrypted passwords OR edit the win98 registry to enable plain text
passwords.

I just did a real quick search for the key to add and found this on
dejanews.  I don't know if this is valid as I don't have Win98 clients to
test this on.

HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\VxD\VNETSUP
Add : EnablePlainTextPassword 
(dword format)  value 1
