not true at all at least for me and my win95
samba is authenticating 7 win95 boxes without *any* encrypted passwd.

I had just to use the parameter passwd level because the Windows boxen are
sending the plaintext passwd in UPPERCASE whatever manner you typed it in.

It works great otherwise : policies, startup scripts for each client, etc...
