Samba not working as Master server?

Howdy.
I've been attempting to configure Samba 1.9.17p4 as a master local and
domain browser. However, my Win95 PC cannot see the network when I run it
like this. I have disabled "Browse Master" in file and printer sharing for
MS Networks on the PC.

My Linux box's IP address is 203.29.178.27, I have a network of
203.29.178.128 with a subnet of 255.255.255.248, and my Windows box has an
IP address of 203.29.178.130 with a 255.255.255.248 subnet.

I can browse both PC's by using smbclient on the Linux box but I can't do
anything whatsoever from the Windows box.

I have included what I think are the important bits of my smb.conf below:

Can anyone offer me some advice?
