Win95/98/NT users, directed broadcasts, visibility!

When browsing across subnets (with the client specifying a wins server, in
this case a master samba server residing on a remote lan), the client can
view users on that subnet, but the reverse is not always true; these
'outside' users are not always showing up.

If the client is a freebsd or linux user running samba, by tinkering with
the wins settings they've been able to become visible to the rest of the
users. But Win95/98/NT users are still at a loss; is there a solution for
them?
