Wins support not working. info?

Hello,

I run a Wins server (NT 3.51) on my network. in the config file of samba 
is setup:

wins server = 193.190.195.73
wins support = no

But when I look in the Neighbourhood icon of a Windows 95 outside my 
subnet, I see all the computers except samba.

Using the nmblookup I have:
nmblookup -B 193.190.195.73 panoramix

Sending queries to 193.190.195.73
name_query failed to find name panoramix

but if I issue just nmblookup panoramix

Sending queries to 193.190.195.127
193.190.195.69 panoramix<00>

Is-it the samba server who answers by itself ?
