not browsing on second subnet

o 1.9.18p8 on BDSI 3.1
o interfaces = 147.28.0.62/24 147.28.2.1/24
o on the first subnet, there is an NT
o win95 clients on each subnet
o clients on both subnets can print to the server's shared printer
o the clients on the first subnet can browse
o the clients on the second subnet can not browse

it would be nice if all clients could browse.  thanks for any clues.
