Try using the manual update mode. (ie "UpdateMode"=dword:00000002 ).  If
you check the log.smb, I believe you will see taht windows 95 is looking
for config.pol in the [netlogon] share.  The manual update mode says get
the file specified in NetworkPath ( which is empty ).
