Problem with trying to set up a public folder

I'm not sure what you're trying to get from that create mode. Try
something like:

  comment = Public
     path = whatever
     public = yes
     writable = yes
     printable = no
     create mode = 0660
     force group = staff

And set the permission on the /home/samba directory as follows:
     chmod 2771 /home/samba
