Problems with create mask/mode

Greetings.  I've had out Samba serve rup an running for quite a while
now, but have a problem that doesn't want to go away.  I've set the
create mask to 0660, and done the following.

Used smbclient to put a file across to the share.  comes out 0660.
Used Win95/3.1 to put a file across.  comes out 744.  

Has anyone got a clue as to what is happening here?  And is create
mask global or service?
