if you were running from the command line, your path environment probably
wasn't set up to include "." - the current working directory.  i often 
fall foul of this one, forgetting to do ./smbd -D and ./nmbd -D...

ok, this message is put up from server.c.  where are you running smbd 
from; how are you running it; what arguments have you specified?
