Try 

[HKEY_LOCAL_MACHINE\System\CurrentControlSet\control\Update]
"NetworkPath"=""
"UpdateMode"=dword:00000001
"LoadBalance"=dword:00000001

This prevents Windows 95 from trying to download config.pol from the
netlogon share of the DC.
