correct.  1.9.16 is very aggressive in its (incorrect) registration of

not that you should be configuring two samba servers to both be the domain 
master anyway: this is a stupid thing to do.

1.9.16 _must_ be the WINS server: it cannot cope with registering its 
netbios names with another WINS server of _any_ type.
