The behavior of SAMBA is meant to be as close to the behavior of the PC SMB
environment as reasonable. The APACHE server on VMS also only shows the
latest file version.
Version numbers are not supported on the Windows Platform. SAMBA could not
reasonably support such since Windows based applications would not be able
properly handle such.

Supporting multiple versions in Samba would be quite complicated, I think.
There is no current way to do it, and I don't plan to work on this feature
in the near future.
As far as I know, Pathworks does not support multiple versions more than
Samba.

I've searched the archives for postings on viewing multple VMS file versions
using SAMBA for VMS, and it appears that currently SAMBA for VMS does not
support this feature.
We VERY much need to view multiple versions, as the data collection
application
on our VMS system uses unique version numbers to identify specific users.
Are we out of luck? Is there a way to do this? Is there a possibility this
feature could be added in the near future?
