New Samba/VMS version for Big Files support

It requires the DECC RTL that supports big files (64 bits), and that support
comes in a standard way with VMS 7.3-1

You can find DECC RTL patches supporting this feature on older VMS versions
(such as VMS721_ACRTL-V0400 for VMS 7.2-1). I guess it should work properly,
but I did not actually try.

As far as I know, this 64-bits file support feature is not available on VAX.
Anyway, I have no more access to any VAX with a decently recent version of
VMS. Feel free to try to compile/link on a VAX. If the 64-bits file is
available, it should work there too.

Why?  What does it require that OpenVMS VAX or earlier versions of
OpenVMS Alpha don't have?
