First, the right syntax should be :
SMBPASSWD -j DOMAIN -r MACHINE "-U" administrator%password

Note that only uppercase characters has to be enclosed in quotes, and there
must be a blank between "-U" and the user%password

Second, you must check that the user executing that command has the
SAMBA_ROOT identifier. If he has not, you may use the
SAMBA_ROOT:[BIN]GRANT_SAMBA_ROOT_IDENT.COM
