If you're running Compaq TCP/IP for OpenVMS Services (nee UCX), you
could try

  $ TCPIP SET PROTOCOL TCP /NODELAY_ACK

which has been reported to greatly speed up Pathworks (of course, it's
neither VMS' nor Pathworks' fault).
