It looks like you may not have the SAMBA_GUEST account enabled with 
write access to it's default directory.  But that is just a guess.

Reliable operation of SAMBA and Win2K requires SAMBA 2.0.7 or later.

SAMBA 2.0.6 is the latest prebuilt SAMBA for OpenVMS available.  It 
currently requires OpenVMS 7.0 and later, and is available on the 
OpenVMS Freeware Version 5.0 CD-ROMs.  The Freeware CD-ROMs are 
available for download from a link at http://www.openvms.compaq.com/ and 
other locations.

A SAMBA VMS FAQ has recently been posted on this list, encompasserve, 
and comp.os.vms.  A search using http://www.GOOGLE.com should for those 
keywords should find it.
