[Release Planning 4.24] Samba 4.24.0rc2

Hi,

Samba 4.24.0rc2 is scheduled for end of this week, 2026-02-06.

If there are fixes that should go in there, please assign bugs with backports
to samba-release. Also have a look if WHATSNEW contains all the information,
that is required there for 4.24.
