[PATCH] CTDB packaging fixes (bug 13838)

We include ctdb/packaging/RPM/ctdb.spec.in because it helps us with our
CI.  However, the ctdb package won't install on CentOS 7 because we
accidentally package the system library directory (e.g. /usr/lib/), so
fix this.  There's also a dependency addition for the ctdb-tests
package.

Please review and maybe push...
