Merge requests re-activated for https://gitlab.com/samba-team/devel/samba

Recently the behaviour for the setting 'Merge requests' on gitlab.com
changed, and this has prevented the creation of new merge requests from
our shared development repo.

I had disabled (a little while back) it to prevent this repo being the
*target* of merge requests (where this would cause confusion), however
it broke our workflow instead.

I've re-enabled merge requests and tested it.  After Easter I'll raise
this with GitLab and see if there is a way to avoid being the target,
but still be the source, of of merge requests or find another
workaround (eg merge request templates). 

A big thanks to Jeremy for alerting me to the issue.
