RFC: gpo python3 test

Hi Guys

samba.test.samba_tool.gpo is a tests that I had previously ported which
suffered from badly from recent rebase(s) and changes in master, it no
longer ran in python3.  I had to make some more radical changes then
normal to get it to work, be good if someone who knows the code could
have a look at those changes and make sure they are ok.

pipeline is running here (hopefully it will complete ok)

In the meantime please have a look at the patch
