libtalloc compilation on windows

There isn't any native build system support for it, but I know it has
been done in the past, probably by bringing in the talloc.c and
talloc.h manually.  As long as your project is open source I would just
build it into the build system (if not, you will need to find a way to
produce a shared lib and allow a consumer patch/rebuild of talloc per
the LGPL).
