GitLab CI Back

Joe just told me that the GitLab CI is back.

He rebuilt the system and in the meantime docker was updated but no
longer supports the device mapper mode we require for the storage
driver.

(Our tests are very picky, and need an ext4 file system). 

He re-deployed with the previous version of docker for now, while we
work out better long-term options.
