[PATCH] CTDB configuration, documentation and test updates

This is the last set of preparatory patches before major CTDB
configuration changes appear.  The main aim here is to separate system
and script options.

This set does not need the configuration code that Amitay is about to
post.  :-)

Please review and maybe push...
