[PATCH] CTDB: Drop PID file argument from ctdbd_wrapper

The main goal here is to drop the PID file argument from
ctdbd_wrapper.  There are a bunch of supporting and related cleanups.

Note that this patch set depends on 2 of the patches just posted by
Amitay (mostly the one that makes "ctdb shutdown" wait).  Without that
change (ctdbd_wrapper stop ; ctdbd_wrapper start) will almost certainly
fail due to the shutdown being asynchronous.

Please review and maybe push...
