[PATCH] CTDB: really continue running tests if a testcase is not executable

Revert a recently pushed commit that claimed to do this.  However, that
patch had been in one of my branches for a long time and no longer
worked after we added timeout handling.

Use a simpler and more obvious fix instead.  :-)

Please review and maybe push...
