[PATCH] WHATSNEW.txt: CTDB updates for 4.9

Here's the initial version of the CTDB updates for WHATSNEW.txt for 4.9.

It is clear from this that we didn't get the new service and failover
daemons finished in time.  This means that things are in a slightly
strange state... but everything works.

We'll finish the job for 4.9++ and put user/distros through another
smaller round of config changes.

There are still a couple of potential bug fixes in the works (e.g.
incorrect documentation, minor missing functionality) but we'll take
our time and try to have them done properly for 4.9rc2.  I'll be working
on the configuration translation script for the rest of the day and
might still post that (with a minor update to WHATSNEW.txt, since it
currently says the script does not exist).

Please review and maybe push...
