[PATCH] Enable CTDB event scripts using symlinks, drop CTDB_MANAGES_<service> options

To enable a CTDB service you need to ensure the event script is enable
and then you need to set a variable, such as CTDB_MANAGES_SAMBA=yes.

This patch set makes this simpler by disabling event scripts by
default, dropping the CTDB_MANAGES_<service> variables and just having
the user/admin enable the event script to manage the service.

To get there we need to move the installed event scripts out of harm's
way and enable them with symlinks.  There's a bit of hacking to enable
default/required event scripts.  This will be well documented in
WHATSNEW.txt.

Please review and maybe push...
