[PATCH] Make sure that vfs*audit modules recognize and accept all the syslog facilities.

This patch is a fix for the bug:
https://bugzilla.samba.org/show_bug.cgi?id=13436

In the documentation vfs*audit modules don't restrict available syslog
facilities, but in fact only USER and LOCAL0-7 are accepted.

There is no real reason for such a limitation, so this patch adds missing
facilities to the list of available ones.

FreeBSD has two extra facilities comparing to Linux, those are LOG_NTP and
LOG_SECURITY. In the patch they are #ifdef'ed for this reason.
