[PATCH] Avoid replication corruption on the RODC

Hi,

I would be interested to know if you'd ever encountered this yourself
(where you'd needed to full-sync to an RODC for it to continue
replicating). It seems to rely on ordering (as well as timing - having
frequent changes). So it was somewhat of a rare case in our tests, and
seems to fix itself in some cases, although that was possibly due to a
full sync elsewhere. If you think there is a need for it to be
backported, the fix is fairly minimal and should be able to be
backported to 4.8.
