[PATCH] Small CTDB vacuuming tweaks

Commit dcc9935995a5a7b40df64653a605d1af89075bd1 introduced a new test,
which flaps occasionally.

The main reason for this is that the first vacuuming run is
unexpectedly a full run rather than a fast run.  The first commit
changes this behaviour, so makes that test more reliable.

The 2nd commit minimises the chances of the test interfering with
itself.

Commits 3 adds some extra debug that was used to diagnose this and
commit 4 cleans up existing debug messages for consistency.
