[Release Planning 4.10] Freeze ahead!

Hi,

Samba 4.0.10rc1 is scheduled for Tuesday, January 15 2019. This means,
the v4-10 branches will be created. No new features for 4.10 beyond this
point. ;-)

has been updated accordingly.

@developers: Please make sure that your funky, shiny, groovy new
features for 4.10 end up in the release notes by either adding WHATSNEW
in master yourself or by contacting me.
