[PATCH] Separate CTDB packet marshalling/extraction code and add tests

I originally did this about a year ago.  Then we recently did the
portability fixes for this code and my previous branch was sitting
around bit-rotted and lonely.  So, I decided to add the
marshalling/extraction and tests on top of master based on my previous
branch...

Doing this found BZ#13588 which has already gone upstream on its own.

There's also a CID "fix" in this patch set but it is a false positive so
doesn't deserve a bug.

Please review and maybe push...
