[PATCH] ctdb run_event enhancement and eventd simplification

Hi,

In ctdb daemon, monitor event can get cancelled if it collides with running
of any other events.  This special handling of "monitor" event will be
by both service monitoring and IP failover components once they are
separated from the ctdb daemon.

There are 2 patches:

- Enhance the run_event abstraction for special handling of "monitor" event
- Simplify eventd code with modified run_event

Please review and push.
