[PATCH] ctdb-readonly: Avoid a tight loop waiting for revoke to complete (bug 12697)

Hi,

The previous fix for this bug is incorrect and causes starvation of write
requests.

Here's the correct fix along with the revert of the previous patch.

Please review and push.
