[PATCH] ctdb-scripts: NFS call-out failures should cause event failure (bug 12837)

Failures in startup/shutdown/releaseip/takeip are currently
incorrectly ignored.

Also includes an additional patch with 13 new, tiny unit tests.

Please review and maybe push...
