[PATCH] Fix a typo regression in the 41.httpd event script

Although this is a regression, it is mostly cosmetic and there would be
close to 0 users of the 41.httpd event script.  Therefore, I haven't
opened a bug and I'm not planning a backport... unless someone opens a
bug.  :-)

A 2nd commit adds 12 unit test cases to ensure that a similar regression
doesn't occur again in 3 event scripts, including this one.  There were
previously no tests for startup/shutdown in those event scripts.  Most
other scripts already have better coverage.

Please review and maybe push...
